UEFA qualifying for the 2030 World Cup
55 nations, 14 places to win. New format announced for 2030, details still to come.
What is at stake
Europe is governed by the Union of European Football Associations (UEFA), which has 55 members in the FIFA ranking. At a 48-team World Cup it has 16 places, two of them already taken by Spain and Portugal as hosts. That leaves 14 to be won on the pitch; European teams do not take part in the inter-confederation play-off.
If the tournament grows to 64 teams — a proposal FIFA has been studying, see the 2030 guide — the simulator assumes 18 places to win here instead of 14. FIFA has published no allocation for a 64-team edition, so that figure simply scales the current one.
The highest-ranked UEFA nation in the 7 October 2026 FIFA ranking is Spain, 1st in the world.
How the simulator plays it
The 53 nations that have to qualify are drawn into twelve groups of four or five, seeded by FIFA ranking so the strongest sides are kept apart. Each pair meets once. The twelve group winners qualify. The eight best runners-up then play off for Europe's last two places: four semi-finals, seeded by ranking, and two finals between the winners, every tie over two legs.
Spain and Portugal are already in as hosts and take no part in the simulated campaign.
| Stage | Teams | Format | Matches | Who goes through |
|---|---|---|---|---|
| Group stage | 53 | 12 groups of 4 or 5, each pair meets once | 92 | 12 to the World Cup, 8 to the next stage |
| Play-off semi-finals | 8 | 4 ties, two legs | 8 | 4 to the next stage |
| Play-off finals | 4 | 2 ties, two legs | 4 | 2 to the World Cup |
What is official so far
UEFA announced on 20 May 2026 that qualifying for the 2030 World Cup will be reorganised into two leagues. The 36 highest-ranked nations, ordered by the 2028–29 Nations League, are to be drawn into three groups of twelve in a top league, with every team playing six matches against six different opponents rather than a full round robin. The other 18 nations form a second league in three groups. The best teams in the top league qualify directly, and play-offs involving teams from both leagues settle the remaining places.
What UEFA has not yet published is how many teams qualify directly from each group or how the play-offs are built; it has said more detail will follow in late 2026 or early 2027. Until then the simulator plays Europe in the shape of the 2026 cycle — groups, winners through, runners-up into play-offs — resized to the fourteen places Europe has to win. It will be rebuilt on the new format once the rules are complete.
One entry in the table needs a caveat. Russia are included because they are in the FIFA ranking, but they have been suspended from FIFA and UEFA competitions since February 2022. If that is still the case when qualifying is drawn they will not take part.
Who qualifies: simulated odds
These figures come from playing the entire campaign 20,000 times with the simulator's own match engine and the ratings in the table. They describe the model, not a forecast of real results four years out: squads change, and the draw for the real groups has not been made. How the simulation works.
Two nations are close to certain: France (96.2%) and England (95.6%) qualify in at least nine simulated campaigns out of ten.
Favoured but not safe: Belgium (88.7%), Netherlands (88.3%), Switzerland (85.8%), Germany (84.2%), Italy (82.4%), Croatia (81.9%), Norway (75.5%), Denmark (74.5%), Austria (69.1%) and Türkiye (61.6%).
The real contest is among Russia (36.9%), Sweden (34.2%), Ukraine (29.7%), Poland (28.7%), Greece (27.0%), Hungary (26.1%), Wales (24.0%), Scotland (22.1%) and Slovakia (21.6%). These are the campaigns where one result changes everything, and the ones most worth playing out yourself.
At the other end, 16 nations qualify in fewer than one campaign in fifty and one never does in 20,000 attempts. On average the simulation sends 14.0 of these 53 nations to the finals, matching the 14 places on offer.
